API server controllers that generate random tunnel tokens, and allocate agent connection addresses and VNIs. VNIs are allocated centrally this will add a limit of 16 million agents per tunnel LOL but will centralize state management.
Tunnel relay controllers that manage token updates and watch for connection address and VNI allocation.
Added an adapter to translate the connection abstraction/concept into underlying icx virtual networks.
