Introduction to Scatter Plots in Plotly

PR Description

This PR will bring about the following changes:

• Add a new plotly-scatter-plots.md file thoroughly explaining the creation and customization of scatter plots in Plotly along with the images of relevant plots.
  • Scatter plots in Plotly
  • Pre-requisites
  • Introduction
  • Creating a simple scatter plot in Plotly
  • Adding various customizations in pie chart (plot title, colours, custom colours, size ,hover data ,etc)
• Store the images of all the plots inside images

Update the existing index.md in plotting-visualization with the necessary changes.
@animator @ashitaprasad Kindly assign the PR to me and add level2 and gssoc labels (same as issue label) to the PR as it is necessary for PR to be counted on the leaderboard.
