We believe that it is possible for some of new clear/reset operations in the platform to set the per-stream state to an empty opbject, rather than null. This check was useful in the past where that would indicate a legacy state. We don't care about that any more, so we can remove this check and be resilient to the platform setting pre-stream state to either null or
