How to fix Resource not accessible by integration?

I am making a call like so:

curl -L \ -X POST \ -H "Accept: application/vnd.github+json" \ -H "Authorization: Bearer ${BEARER_TOKEN}" \ -H "X-GitHub-Api-Version: 2022-11-28" \ https://api.github.com/repos/my-repo/repo/dispatches \ -d '{"event_type":"new_artifact","client_payload":{}' 

The error message I get is

 { "message": "Resource not accessible by integration", "documentation_url": "https://docs.github.com/rest/repos/repos#create-a-repository-dispatch-event" }

Not really sure how to fix this.

In order to create repository dispatch events, the app needs the contents:write permission. No need to use a PAT
