I tried this repository and the first test (add the repository of this action and try to install sloeber) fails with the same error as usual

After I did the test above I tried to install nebula (without restart) which failed with a very similar error
Then I restarted eclipse
and could install nebula and sloeber without restarting
I do not see any change with this pull request

Maybe also verify that your java ca root certs are up to date before switching to http. Also if you happen to be behind some corporate proxy then make sure that you have "spying" root cert in your trust store.
If outdated root certs are causing this issue then I think there should be errors in some log files.

If I understood correctly the problem is not caused by https but with a bug internal eclipse (P2?)
