Pull Request Template for Rcpp

Related to #1236; this PR adds a unit test for the Rbyte -> const char* coercion routine used in Rcpp.

Checklist

  • Code compiles correctly
  • R CMD check still passes all tests
  • Preferably, new tests were added which fail without the change
  • Document the changes by file in ChangeLog
