Expose a setting to include the PSAvoidTrailingWhitespace rule when formatting

PR Context

Since the release of PSSA 1.24, PSAvoidTrailingWhitespace correctly fixes trailing whitespace through Invoke-Formatter. (PowerShell/PSScriptAnalyzer#1993)
