Add a "license" section to clarify the copyright status of the website/ebook.

Add the license files so that github can correctly detect the licenses.
The readers of https://vulkan-tutorial.com/ would not know the license information unless they come to this repo. Add a license section in the introduction can clarify that, and make the website/ebook more compliant.
