This release adds Python 3.11 support, updates bundled libuv to 1.43.0 and fixes a handful of issues. Refs #310, users may now use the
uvloop.loop.get_uv_version()to check libuv API compatibility when integrating withloop.get_uv_loop_t_ptr().
