✨ What kind of change does this PR introduce? (Bug fix, feature, docs update...)

This PR updates both PR- and issue templates. The PR template will be more user friendly to fill in. Issue templates make now use of GitHub Forms, guiding the issuer through the process of submitting a descriptive and useful issue.
