This is to allow for continued function inside iframes after the requirement for samesite none in Chrome 80. See https://www.imsglobal.org/samesite-cookie-issues-lti-tool-providers for more details
Also updated the default cache to use a file as cache rather than session to prevent having to rely on the default php session cookie
