Add manifest collection job and make it mandatory in relevant test plants
The `collect-manifest` job has been added in the Stella test plans where it was missing. In addition, `collect-manifest` job was moved to the `mandatory_include` section of the test plans so that it will be run automatically even when not selected by the tester at job selection time.
