Currently, the LSP relies on Buf workspaces as the workspace
to track and manage a file. When a file is excluded from a workspace through build configurations,
(e.g. excludes/includes), these files are excluded from all builds in the
bufCLI. So in this case, the LSPcurrently has no way of tracking files that are not being included in the workspace build, so we need to
ignore them.
