issue コメント API では、issue と pull request に関するコメントを管理できます。すべてのPull Requestは Issue ですが、すべての Issue がPull Requestというわけではありません。このため、担当者、ラベル、マイルストーンなどの管理といった、両方の機能に "共通する" アクションは、Issues API で提供されます。 pull request レビューコメントを管理するには、代わりに pull request レビューコメント API を使用します。
