Description
Related: #21583.
The main accessibility concern in #21583 is that a user navigating the page reaches Help and Screen Options before discovering what the topic of the page is in the main h1. Exploring a way to modify the header so that the topic is exposed before all the related content would help resolve that issue.
This is separate from the aim to redesign that content, but would instead change the grouping of items on the page so that they would consistently be
Heading > Add New (when relevant) > Screen Options/Help > Other filters/controls > content.

This change makes sense from an accessibility standpoint. Placing Screen Options and Help after the main heading gives users a clearer, more logical reading and tab order.
A couple quick notes to consider:
- Confirm the update works consistently across all admin screens. - Run a brief keyboard/screen-reader check to ensure the new order feels natural. - Watch for any plugins that might assume the old markup structure.
Overall, this is a positive improvement and should help with orientation for assistive-tech users.

This may require design input. Currently, the Screen Options and Help tabs are styled to always appear at the top of the page. Moving them below the main heading would require decisions around their visual treatment and interaction (including how they expand/collapse) in that position.
This feels like a really positive change. Moving the main page title (H1) above the “Help” and “Screen Options” tabs makes the flow much more natural, especially for keyboard and screen-reader users. It puts the actual purpose of the page first, and the extra controls right after, which just feels cleaner.
