Now that psqlpy supports LISTEN/NOTIFY, the broker implemented in asyncpg in https://github.com/karoo-ca/taskiq-pg can be implemented here
might be necessary to split this PR up since a dependency bump for psqlpy is required which includes some backwards incompatible changes
