ci: improve circleci pipeline's caching and prioritization of jobs

[superus8r]

• fix the docker jobs that were running without platform-specific cache; The distribute-internal-testing job now takes ca. 5 minutes (previously ca. 8 minutes)
• run distribute-internal-testing only after running successful tests
• updated android-docker and android-machine executors to latest versions (cimg/android:2025.04 and android:2024.11.1 respectively)
• removed unnecessary single command lint lane from the Fastfile.
