Description

COMOPS-908: BIC Doc Tool enhancements

• Made magento-semver more inheritance-friendly to allow the BIC Doc Generator tool to automatically pull in any new rules/analyzers added to magento-semver

EQPS-477: SVC Enhancements to allow SVC tests on EQP submissions.

• Synced develop and master README.md files.
• Added zendframework/zend-stdlib as a required dependency instead of dev.
• Added the ability to automatically discover the autoload.php file whether running the tool independently or as a dependency.

Manual testing scenarios

1. Run the BIC Doc Generator job against this and the associated internal PR and examine the resulting PR in the magento/devdocs repo

2. Run the PackageDiff job against a pair of new/old versions of an extension and validating the output is correct.
