@NTaylorMullen this PR is not correct, prime cache helper require both:

using Microsoft.AspNetCore.Html; using Microsoft.AspNetCore.Mvc.Rendering; 

One for HtmlString, another one for IHtmlHelper (it still in namespace Microsoft.AspNetCore.Mvc.Rendering you can check here ).
