| We already have an automated process in place which builds and publishes the user manual to https://3dcitydb-docs.readthedocs.io/en/latest/ with each commit. It may take a few minutes until it is available though. Do we need Github pages in addition? |

| Yes, I know about the RTD latest feature. It is not working for PullRequest, this would be the benefit of the Github Pages solution. |

This PR adds a Github Action to build the ReadTheDocs HTML page and deploy it to github-pages.
This allows us to preview the latest content of pull requests and commits to master and discuss it based
on a webpage (we can share links to the deployments) that look's like the content on ReadTheDocs.org.
