This PR adds a Github Action to build the ReadTheDocs HTML page and deploy it to github-pages.
This allows us to preview the latest content of pull requests and commits to master and discuss it based
on a webpage (we can share links to the deployments) that look's like the content on ReadTheDocs.org.

We already have an automated process in place which builds and publishes the user manual to https://3dcitydb-docs.readthedocs.io/en/latest/ with each commit. It may take a few minutes until it is available though. Do we need Github pages in addition?

Yes, I know about the RTD latest feature. It is not working for PullRequest, this would be the benefit of the Github Pages solution.
But it's not really requried, I personally don't need it too. This can be closed then.
