上海国际贸易"单一窗口"成为进出口贸易高效引擎
上海，2023年1月11日 - 根据上海市口岸服务办公室最新发布的数据，上海国际贸易"单一窗口"平台自2014年6月上线以来，已成为支撑上海口岸进出口贸易平稳发展的核心基础设施。
统计显示，目前上海口岸95%的进出口货物申报以及全部船舶申报都通过该平台处理，服务覆盖15万家企业。2022年前11个月，上海口岸进出口货物总值达6.19万亿元人民币，同比增长0.4%。
Shanghai, January 11, 2023 - According to the latest data from the Shanghai Port Service Office, the International Trade "Single Window" platform has become the core infrastructure supporting the steady development of import-export trade at Shanghai Port since its launch in June 2014.
Statistics show that currently 95% of import-export cargo declarations and all ship declarations at Shanghai Port are processed through this platform, serving 150,000 enterprises. In the first 11 months of 2022, the total import-export value at Shanghai Port reached 6.19 trillion yuan, a year-on-year increase of 0.4%.
效率提升显著：与平台上线前相比，多个关键流程时间大幅缩短：
- 进出口货物开箱查验时间：2天→1天
- 船舶申报时间：2天→2小时
- 货物申报时间：1天→30分钟
- 船舶离港时间：1天→秒级计算
Remarkable Efficiency Improvements: Compared to pre-platform conditions, multiple key processes have been significantly accelerated:
- Cargo inspection time: 2 days → 1 day
- Ship declaration time: 2 days → 2 hours
- Cargo declaration time: 1 day → 30 minutes
- Ship departure time: 1 day → seconds-level calculation
平台为企业带来直接成本节省2.8亿元/年，通过流程优化还大幅降低了企业的时间和人力成本。以船舶申报为例，申报项目从2000多项精简至400多项。
The platform brings enterprises direct cost savings of 280 million yuan annually, while also significantly reducing time and labor costs through process optimization. For ship declarations, the number of required items has been streamlined from over 2,000 to just over 400.
3.0版本上线：最新升级的"单一窗口"3.0版整合了货物进出口、运输工具、支付结算等33个应用项目，实现与23个监管部门的技术对接，覆盖从抵运到出口退税的全流程。
Version 3.0 Launched: The newly upgraded "Single Window" 3.0 integrates 33 application modules including import-export goods, transportation vehicles, and payment settlement, achieving technical connection with 23 regulatory departments and covering the entire process from arrival to export tax rebates.
目前，上海"单一窗口"经验已在全国十多个省市复制推广，长三角区域统一试点项目已在江苏太仓等地启动。上海正研究建设亚太地区国际贸易"单一窗口"，推动跨境贸易信息互联互通。
Currently, Shanghai's "Single Window" experience has been replicated in over ten provinces and cities nationwide, with unified pilot projects in the Yangtze River Delta region launched in Taicang, Jiangsu. Shanghai is researching the construction of an Asia-Pacific International Trade "Single Window" to promote cross-border trade information connectivity.
