BUG: pandas.date_range() raises NonExistentTimeError despite nonexistent="shift_forward" when crossing DST boundaries #62602

Before Fix ❌:

NonExistentTimeError: 2024-04-26 00:00:00 

After Fix ✅:

DatetimeIndex(['2024-04-26 01:00:00+03:00'], dtype='datetime64[ns, Africa/Cairo]', freq='D')

• Args nonexistent, ambiguous were not propagating in the codebase, which causes the NonExistentTimeError

• closes BUG: pandas.date_range() raises NonExistentTimeError despite nonexistent="shift_forward" when crossing DST boundaries #62602 (Replace xxxx with the GitHub issue number)

• Tests added and passed if fixing a bug or adding a new feature

• All code checks passed.
