Please file a ticket explaining this problem along with a reduced test case demonstrating the problem. It doesn't make sense to me that this is changing any behavior.

This is not changing any behavior.
But code looks like it can properly handle case when $.ui.ddmanager.droppables[o.scope] contains duplicates but it can not. So i think it will not be worth if code will do it right. Or one can put brake to avoid unnecessary iterations.

So your concern is that someone who doesn't know the code might think that it does something it doesn't, even though it functions 100% properly?
