This pull request adds a working .yml file for TravisCI into the develop branch to test utility rack on the following platforms:
I removed Mac because it was more trouble than it was worth at this point.
Tests seem to take +/- 30 mins in total FYI.
I did not have that many debug commits in between this so I just submitted the whole branch instead of trying to cherry pick things out.
