Adding gcf.skipInstallHooks as for some CI/CD purposes it is not required.

Hi @jdileonardo ,

Looks like your new flag does exactly what gcf.skip does. So why not use gcf.skip ?

Ok I forgot gcf.skip was used in other goals ;)
