You can put these jars wherever you want, most of the time I just put them into app/Resources/java/.. but that doesn't matter. These are used for all bundles so it's best to place them in your global Resources.

I've also been struggling for while on finding the most convenient way of doing this. For now, this little hack is helping me. It feels "against the rules" because you're editing in the "never ever ever ever touch/edit" - vendor dir :)

I should update this pro tipsooner or later, indeed using packagist etc.
Note that there are also repositories with bootstrap bundles..
