w3Schools.com.: simple, free, self-paced tutorials on an endless amount of web development and coding topics
bootstrap: oh it is so fabulous and easy. They have already written all the CSS and JS for you. All you have to do is select the class(es) you want and like that you can have a good design, fully responsive web page in minutes vs hours. Bootstrap has .row and. col classes that allow you to easily put content on a page anywhere your want. It is really fabulous. I encourage everyone to read a little of its documentation daily.
codepen. It allows you can see other people's work. You can grab their code paste it into your favorite editor and manipulate it until your heart is content.

Codeforces is way more popular than TopCoder nowadays. And usually top coders in those platforms train in multiple websites and problemsets
