Login to azure portal.
Using the search menu, type in Resource Group.
Click on create as shown below.
Input the required parameters for the Resource Group such as;
Region etc.
Click on Review and Create. This takes to you the review page.
Click on create and wait for the deployment process to finish, after which the Resource Group should have been created
