外贸"新三样"企业如何预警国际贸易风险？专家会议发布重要报告
上海8月29日电 - 作为中国（上海）自由贸易试验区十周年系列活动之一，2023上海企业国际化经营合规会议今日在上海举行，会议聚焦外贸"新三样"企业的国际贸易风险预警。
Shanghai, August 29 - As part of the 10th anniversary activities of China (Shanghai) Pilot Free Trade Zone, the 2023 Shanghai Conference on Compliance in International Business Operations was held today, focusing on risk early warning for "New Three" export enterprises.
商务部贸易救济调查局局长罗津在致辞中指出："当前国际经贸领域正在发生深刻变化，中国企业面临的新型贸易摩擦和合规审查风险不断加大。"她强调需要建立政府、企业、专业机构多方参与的复合型合规体系。
Luo Jin, Director General of the Bureau of Trade Remedy Investigations at MOFCOM, stated: "The international economic and trade landscape is undergoing profound changes, with Chinese enterprises facing increasing risks of new trade frictions and compliance reviews." She emphasized the need to establish a multi-stakeholder compliance system involving government, enterprises and professional institutions.
会议发布的《外贸"新三样"企业国际贸易风险预警报告》显示，电动载人汽车、锂电池、太阳能电池作为外贸"新三样"，面临四大主要风险：
The Early Warning Report on International Trade Risks for "New Three" Export Enterprises released at the conference identified four major risks facing the "New Three" exports - electric vehicles, lithium batteries, and solar panels:
- 各国贸易政策调整导致出口成本上升
- 光伏产业全球扩产带来的产能过剩风险
- 新能源汽车关键技术"卡脖子"风险
- 新能源技术伴生的数据安全风险
- Rising export costs due to trade policy adjustments
- Overcapacity risks in global PV industry expansion
- Supply chain vulnerabilities in new energy vehicles
- Data security risks associated with new energy technologies
上海市商务委员会二级巡视员刘太秋透露，上海已初步形成事前合规、事后应对、长效发展三位一体的经贸合规工作机制。浦东新区对外经济贸易企业协会已为400多家企业提供免费合规体检服务。
Liu Taiqiu, Deputy Inspector of Shanghai Municipal Commission of Commerce, revealed that Shanghai has established a three-pronged compliance mechanism covering pre-compliance, post-response and long-term development. The Pudong Foreign Trade Enterprise Association has provided free compliance assessments for over 400 companies.
会议同时发布了《2023上海企业国际化经营风险防范与合规指南》，这是在美国对华投资限制令等国际新形势下对往年指南的重要更新。
The conference also released the 2023 Shanghai Guide for International Business Risk Prevention and Compliance, representing a significant update to previous editions in light of new international developments including U.S. investment restrictions on China.
