苏州跨境电商3年12倍增长计划:机遇与挑战并存
中国外贸第四城苏州正全力发展跨境电商产业。6月19日,江苏省委常委、苏州市委书记刘小涛主持召开专题座谈会,要求重点解决出口退税、通关便利化、物流通道等企业痛点问题。
Suzhou, China's fourth-largest foreign trade city, is making all-out efforts to develop its cross-border e-commerce industry. On June 19, Liu Xiaotao, Secretary of the Suzhou Municipal Party Committee, chaired a symposium focusing on solving key pain points including export tax rebates, customs clearance facilitation, and logistics channels.
根据《中国(苏州)跨境电子商务综合试验区高质量发展三年行动计划》,苏州设定了雄心勃勃的目标:到2026年跨境电商进出口额达到1500亿元,相比2023年的124.7亿元增长近12倍。
According to the Three-Year Action Plan for High-Quality Development of China (Suzhou) Cross-Border E-Commerce Comprehensive Pilot Zone, Suzhou has set an ambitious goal: to achieve 150 billion yuan in cross-border e-commerce import and export volume by 2026, a nearly 12-fold increase from 12.47 billion yuan in 2023.
产业优势与挑战:
苏州拥有完善的制造业体系,涵盖35个大类、172个中类、513个小类。但跨境电商仅占其外贸总额的1/200,远低于深圳(3000亿元)、上海、宁波、广州(均超2000亿元)等城市。
Industrial Advantages and Challenges:
Suzhou boasts a comprehensive manufacturing system covering 35 major categories, 172 medium categories, and 513 sub-categories. However, its cross-border e-commerce accounts for only 1/200th of total foreign trade, far below cities like Shenzhen (300 billion yuan), Shanghai, Ningbo, and Guangzhou (all exceeding 200 billion yuan).
专家指出,苏州产业结构以"中间品"为主,缺乏终端产品龙头企业,这是制约跨境电商发展的关键因素。《三年行动计划》提出支持智能家电、机械设备等行业龙头数字化转型,同时推动纺织面料等传统产业探索跨境出海新路径。
Experts point out that Suzhou's industrial structure is mainly composed of "intermediate products" and lacks leading terminal product companies, which is a key constraint on cross-border e-commerce development. The Three-Year Action Plan proposes supporting digital transformation of leading companies in smart home appliances, machinery equipment and other industries, while promoting traditional industries like textile fabrics to explore new cross-border paths.
人才与技术支持:
苏州正在积极构建电商人才培训体系,今年2月成立了首个电商人才培训基地。同时计划与微软等科技公司合作,利用AI和大数据提升企业运营效率。
Talent and Technical Support:
Suzhou is actively building an e-commerce talent training system, establishing its first training base in February. It also plans to cooperate with technology companies like Microsoft to use AI and big data to improve operational efficiency.
目前,苏州已有7家高新技术企业入选中国跨境电商品牌影响力百强榜,包括科沃斯集团旗下添可品牌,其洗地机产品占据全球市场份额60%。这展现了苏州高技术产品跨境出海的巨大潜力。
Currently, seven Suzhou high-tech companies have been listed in China's Top 100 Cross-Border E-Commerce Brand Influence rankings, including Tineco under Ecovacs Group, whose floor washing machines hold 60% of the global market share. This demonstrates Suzhou's great potential in cross-border export of high-tech products.
跨境电商专家认为,要实现3年12倍的跨越式增长,苏州需要:

3. 完善跨境电商产业链配套服务

Cross-border e-commerce experts believe that to achieve the 12-fold growth in three years, Suzhou needs to:
1. Accelerate the cultivation of local cross-border e-commerce leading enterprises
2. Promote digital transformation of traditional manufacturing enterprises
3. Improve supporting services for the cross-border e-commerce industry chain
4. Strengthen cooperation with international e-commerce platforms
