RCEP实施一周年：广东口岸进口税收减让3.5亿元 企业享惠成效显著
自2023年6月2日起，《区域全面经济伙伴关系协定》（RCEP）对全部15个成员国全面生效。据海关总署广东分署统计，RCEP全面实施一年来，广东口岸协定项下享惠进口货值达150.4亿元，进口税款减让3.5亿元，同比分别增长14%和8.5%。
As of June 2, 2023, the Regional Comprehensive Economic Partnership (RCEP) has come into full effect for all 15 member countries. According to statistics from the Guangdong Sub-office of the General Administration of Customs, in the first year of RCEP's full implementation, Guangdong ports enjoyed import benefits worth 15.04 billion yuan, with import tax concessions reaching 350 million yuan, representing year-on-year growth of 14% and 8.5% respectively.
海关总署广东分署综合业务工作处相关负责人表示，广东省内海关积极帮扶外贸企业用好协定税收优惠政策，关税减让红利持续释放。
An official from the Comprehensive Business Division of the Guangdong Sub-office of the General Administration of Customs stated that customs authorities in Guangdong have actively assisted foreign trade enterprises in utilizing the preferential tax policies under the agreement, with the benefits of tariff concessions continuing to be realized.

黄埔海关针对广汽本田、东风本田等11家重点车企开展专项研究，帮助企业根据产品特点用好RCEP原产地规则。以广州电装有限公司为例，今年5月通过RCEP自日本进口汽车用马达等配件，已享受税款减让近1800万元。
The Huangpu Customs conducted targeted research on 11 key automobile enterprises including GAC Honda and Dongfeng Honda, assisting them in leveraging RCEP rules of origin according to product characteristics. For instance, Guangzhou Denso Co., Ltd. imported automotive motor parts from Japan under RCEP in May this year, enjoying tax concessions of nearly 18 million yuan.
东风本田发动机有限公司吴经理表示："以前从日本进口只能办理一般原产地证书，现在凭RCEP证书可享受3%-6%的关税优惠。我们进口的汽车VCT电机税率从12%降至6%，降幅达50%，这对企业是重大利好。"该公司目前有32项进口商品享受税收优惠。
Mr. Wu, manager of Dongfeng Honda Engine Co., Ltd., stated: "Previously, imports from Japan could only use general certificates of origin without tariff preferences. Now with RCEP certificates, we enjoy 3%-6% tariff reductions. The duty rate for our imported VCT motors dropped from 12% to 6%, a 50% reduction, which is highly beneficial." The company currently enjoys tax concessions on 32 imported items.
优化通关便利化 提升企业效率

广州海关通过智能审核、自助打印等措施实现原产地签证"即报、即审、即领"。幸民泰公司徐经理表示："RCEP为公司开拓东南亚市场带来新机遇，在线申请几分钟即可审核通过，证书可快速寄给客户办理清关。"该公司1-4月原产地证申领量同比翻番，货值超1000万元。
Guangzhou Customs has implemented "immediate declaration, review, and issuance" for certificates of origin through smart review and self-service printing. Ms. Xu from Xingmin Tai Company said: "RCEP brings new opportunities in Southeast Asian markets. Online applications get approved in minutes, and certificates can be quickly sent to clients for customs clearance." The company's certificate applications doubled year-on-year from January to April, covering goods worth over 10 million yuan.
培育"经核准出口商" 增强国际竞争力

汕头海关培育认定15家"经核准出口商"，占关区签发RCEP证书AEO企业的93%。巨轮智能装备公司洪泽斌表示："有了AEO认证和经核准出口商身份，我们可自主开具原产地声明，客户信任度和产品竞争力显著提升，货物通关效率持续提高。"
Shantou Customs has certified 15 "Approved Exporters", accounting for 93% of AEO enterprises receiving RCEP certificates in the region. Hong Zebin from Greatoo Intelligent Equipment stated: "With AEO certification and Approved Exporter status, we can issue origin declarations independently, significantly improving client trust and product competitiveness while continuously enhancing customs clearance efficiency."
