益阳海关优化营商环境 推动黑茶产业内外贸一体化发展
红网时刻通讯员曹红华益阳报道 - 近年来，益阳海关大力支持益阳黑茶"走出去"，以改革创新为动力，推动黑茶产业发展实现新局面，探索出了一条内外贸一体化发展的新路径。
深入开展政策宣讲，精准施策
益阳海关通过多种方式广泛开展"海关政策巡回宣讲""关长送政策上门""关长在线访谈"等活动，对国务院办公厅印发的《关于加快内外贸一体化发展的若干措施》中的18项措施进行深入解读。同时，充分利用"四下基层"制度，汇编并派发《益阳海关通关业务服务手册》，现场解决企业问题29个。此外，还认真抓好"线上+线下"海关业务培训4期，助力企业有效应对内外贸规则标准差异。
坚守黑茶质量安全底线，保障品质
益阳海关建立了健全的企业帮扶机制，严格督促出口茶叶生产企业在原料验收、产品检测等关键控制点进行自检自控。2023年，成功解决企业关于黑茶质量安全问题10个，并促成黑茶在WCO《协调制度》中被列名，使其将于2028年正式获得"国际身份证"。
加强关际合作，拓展渠道
在长沙海关与上海等12个直属海关建立通关监管合作机制的基础上，益阳海关进一步强化与乌鲁木齐海关、拉萨海关、满洲里海关等边关的沟通联系。2023年，各项业务工作运转顺畅，未出现因与边关沟通不及时影响通关效率的情况。
助力企业参与共建"一带一路"，扩大出口
益阳海关助力益阳本土企业参与进博会、中非经贸博览会等展会，帮助企业开展商务洽谈。2023年，益阳海关监管出口黑茶共31.6吨、9.15万美元，其中28.8吨边销茶首次以边境小额贸易方式出口至尼泊尔。

In-depth policy promotion and precise measures
Yiyang Customs has extensively carried out activities such as "Customs Policy Tour Promotion", "Customs Chief Delivers Policies to Enterprises", and "Customs Chief Online Interviews". In 2023, it solved 29 enterprise problems on-site and conducted 4 sessions of "online + offline" customs business training.
Maintaining quality and safety standards
Yiyang Customs has established a sound enterprise assistance mechanism. In 2023, it successfully resolved 10 quality and safety issues related to dark tea and facilitated the listing of dark tea in the WCO "Harmonized System", which will officially obtain its "international ID card" in 2028.
Strengthening inter-customs cooperation
Building on the customs clearance supervision cooperation mechanism established between Changsha Customs and 12 other direct customs including Shanghai, Yiyang Customs has further strengthened communication with border customs such as Urumqi Customs, Lhasa Customs, and Manzhouli Customs.
Supporting enterprises in the Belt and Road Initiative
Yiyang Customs has assisted local enterprises in participating in exhibitions such as the China International Import Expo and China-Africa Economic and Trade Expo. In 2023, it supervised the export of 31.6 tons of dark tea worth $91,500, including 28.8 tons of border-sale tea exported to Nepal for the first time through small-scale border trade.
