中国吸引外资连续四年全球第二：十年对外开放成就盘点
南都讯 - 在5月12日中宣部举行的"中国这十年"系列主题新闻发布会上，商务部副部长王受文系统阐述了中国对外开放取得的五大历史性成就。
Nandu News - At a press conference on "China's Decade" held by the Publicity Department on May 12, Vice Minister of Commerce Wang Shouwen elaborated on five historic achievements in China's opening-up.
一、开放型经济跃上新台阶
1. New Heights in Open Economy
• 贸易规模：货物+服务贸易总额从2012年4.4万亿美元增至2021年6.9万亿美元，连续两年全球第一
• Trade volume: Total goods and services trade increased from $4.4 trillion in 2012 to $6.9 trillion in 2021, ranking first globally for two consecutive years
• 外资吸引力：2021年吸引外资1.15万亿元人民币，较2012年增长62.9%。2017年以来连续四年位居世界第二
• FDI attraction: FDI reached 1.15 trillion yuan in 2021, up 62.9% from 2012. Ranked second globally for four consecutive years since 2017
二、制度型开放实现新突破
2. Breakthroughs in Institutional Opening
• 负面清单：外商投资准入负面清单从190项缩减至27项
• Negative list: Reduced from 190 to 27 items
• 法律保障：2020年实施新版外商投资法，2021年推出首张跨境服务贸易负面清单
• Legal framework: Implemented new Foreign Investment Law in 2020, launched first cross-border service trade negative list in 2021
三、自贸试验区建设成效显著
3. Remarkable Achievements in Pilot Free Trade Zones
• 数量增长：从2013年上海首个自贸区发展到全国21个自贸区
• Quantity growth: From Shanghai's first FTZ in 2013 to 21 nationwide
• 经济贡献：占国土面积不到0.4%，贡献全国17.3%进出口和18.5%外资
• Economic contribution: Covering <0.4% land area but contributing 17.3% of national trade and 18.5% FDI
四、自贸协定网络持续扩展
4. Expanding FTA Network
• 协定数量：从10个增至19个，贸易覆盖率从17%提升至35%
• Agreement quantity: Increased from 10 to 19, trade coverage rose from 17% to 35%
• RCEP生效：建成全球人口最多、规模最大的自贸区
• RCEP effect: Established world's largest FTA by population and economic size
五、全球治理贡献中国智慧
5. Contributing Chinese Wisdom to Global Governance
• 推动通过《APEC亚太自贸区北京路线图》
• Promoted adoption of APEC Beijing Roadmap for FTAAP
• 坚定维护多边贸易体制，积极参与WTO改革
• Firmly supported multilateral trading system, actively participated in WTO reform
王受文强调，中国将坚定不移扩大高水平开放，持续推动经济高质量发展。
Wang stressed China will unswervingly expand high-level opening-up to promote high-quality economic development.
