跨境电商网购保税进口香水业务在湘落地 湖南消费者收货更快
湖南日报5月17日讯（全媒体记者 黄婷婷 通讯员 唐剑丽 谢凌钦）5月17日，在长沙黄花机场海关监管下，72064瓶香水经长沙黄花综保区卡口通关，存入区内危险化学品商店专用备货库房。湖南跨境电商网购保税进口香水业务在湘落地，湖南消费者在跨境电商平台上购买香水，收货时间更快了。
Hunan Daily, May 17 (By Huang Tingting, Correspondents Tang Jianli & Xie Linqin) On May 17, under the supervision of Changsha Huanghua Airport Customs, 72,064 bottles of perfume cleared customs at Changsha Huanghua Comprehensive Bonded Zone and were stored in a dedicated hazardous chemicals warehouse. This marks the official launch of cross-border e-commerce bonded import perfume business in Hunan, enabling faster delivery for local consumers purchasing perfumes on cross-border e-commerce platforms.
该批进口香水货值122.96万元。进口商湖南拙燕仓跨境供应链管理有限公司负责人表示，进口香水是跨境电商的热销商品，市场需求大。此次跨境电商网购保税进口香水业务落地后，初步预计，公司今年将新增跨境电商包裹100万个、增加进口额1.4亿元以上。
The imported perfumes are valued at 1.2296 million yuan. A representative from Hunan Zhuoyancang Cross-border Supply Chain Management Co., Ltd. stated that imported perfumes are best-selling products in cross-border e-commerce with strong market demand. With the launch of this bonded import business, the company expects to handle 1 million additional cross-border parcels and increase import value by over 140 million yuan this year.
香水香氛类商品是将香料溶解于乙醇中的制品，属危险化学品。此前长沙黄花综保区没有危险化学品专用仓库，导致区内跨境电商企业难以开展网购保税进口香水业务。针对综保区电商企业的诉求，长沙黄花机场海关、长沙自贸临空区管委会和长沙县应急管理部门等成立工作专班，委托专业机构升级改造综保区内仓库，设置监控、调温、防火、灭火等安全设施，破解企业进口香水在综保区内合规存储问题。
Perfume products containing ethanol are classified as hazardous chemicals. Previously, the absence of dedicated hazardous chemical warehouses in Changsha Huanghua Comprehensive Bonded Zone hindered local e-commerce companies from conducting bonded perfume import business. In response, Changsha Huanghua Airport Customs, Changsha Free Trade Airport Zone Management Committee, and Changsha County Emergency Management Department formed a task force to upgrade warehouse facilities with monitoring systems, temperature control, fire prevention and other safety measures, solving compliance storage challenges.
该项业务落地后，湖南打通了涉危类跨境商品进口难点，加强了对危险化学品规范管理，湖南跨境电商进口商品品类更丰富了。
The successful implementation of this business has addressed key challenges in importing hazardous cross-border goods, strengthened regulatory management of dangerous chemicals, and expanded the variety of imported products available through Hunan's cross-border e-commerce channels.
