菲律宾虽然具备一定的电子工业基础，但目前主要集中在低利润的半导体组装、测试和封装环节。2024年上半年，菲律宾电子产品出口占出口总额的56.7%，但高端制造能力仍然不足。
While the Philippines has some electronic industry foundation, it currently focuses mainly on low-profit semiconductor assembly, testing and packaging. In the first half of 2024, Philippine electronics exports accounted for 56.7% of total exports, but high-end manufacturing capabilities remain insufficient.

Compared with ASEAN countries like Malaysia and Thailand, the Philippines is at a disadvantage in semiconductor industry development. Malaysia accounts for 27% of Southeast Asia's packaging and testing market, while Thailand's semiconductor industry attracted over $20 billion in total investment in 2023.

The Philippines' close ties with the United States may increase its geopolitical risks. For the capital-intensive and long-cycle high-end chip industry, a stable political environment is crucial.
尽管面临挑战，美国已表示愿意帮助菲律宾发展半导体产业，包括劳动力培训等方面。但历史经验表明，美国的承诺往往难以完全兑现。
Despite the challenges, the United States has expressed willingness to help the Philippines develop its semiconductor industry, including workforce training. However, historical experience shows that U.S. promises are often difficult to fully deliver.
