Google stated that after reviewing "varying degrees of first-party involvement", they determined no amount of first-party participation changes the fundamental third-party nature or exploitative nature of the abuse.

The policy is still enforced through manual review, not yet algorithmic. Violating sites will receive notifications in Search Console and can submit reconsideration requests.
