Qualifications for Cross-border E-commerce Platforms
根据商财发〔2018〕486号《关于完善跨境电子商务零售进口监管有关工作的通知》，跨境电商第三方平台经营者需满足以下要求：
According to Document No. 486 [2018] of the Ministry of Commerce, cross-border e-commerce third-party platform operators must meet the following requirements:
1. 境内工商登记：平台运营主体应在境内办理工商登记
1. Domestic Business Registration: Platform operators must complete business registration in China
2. 海关注册登记：在海关办理注册登记，接受监管
2. Customs Registration: Register with customs authorities and accept supervision
3. 数据实时传输：向海关实时传输电子交易数据
3. Real-time Data Transmission: Transmit electronic transaction data to customs in real time
4. 交易审核责任：对交易真实性、消费者身份进行审核
4. Transaction Verification: Verify transaction authenticity and consumer identity
具体办理流程
Application Process
1. 在中国国际贸易单一窗口或互联网+海关备案成为"进出口收发货人"
1. Register as "import/export consignee" on China's International Trade Single Window or Internet+Customs platform
2. 申请变更时勾选"电子商务交易平台"并填写网址
2. Select "E-commerce trading platform" and provide website URL when applying for modification
3. 办理《中华人民共和国增值电信业务经营许可证》
3. Obtain the "Value-added Telecom Business Operation License"
