铁岭打造二手车出口平台：依托中欧班列开拓国际贸易新通道
3月7日，辽宁省铁岭市正式推出二手车出口平台，该平台依托铁岭保税物流中心建设，整合了中欧班列"铁岭号"运输通道，形成"保税+运输+通关"一体化的完整服务体系。
On March 7th, Tieling City in Liaoning Province officially launched a used car export platform. This platform, built upon the Tieling Bonded Logistics Center, integrates the transportation channel of the "Tieling" China-Europe Railway Express, forming a complete service system with "bonded+transportation+customs clearance" integration.
铁岭市通过引进俄罗斯南部联邦区经济促进会铁岭办事处等国际机构，建立莫斯科二手车展示平台，组织产业联盟等方式，为二手车出口企业提供全方位服务。数据显示，铁岭保税物流中心进出区货值已达1.6亿元，同比增长400%。
By introducing international institutions such as the Tieling Office of the Economic Promotion Association of the Southern Federal District of Russia, establishing a used car display platform in Moscow suburbs, and forming industry alliances, Tieling provides comprehensive services for used car export enterprises. Data shows that the import and export value of Tieling Bonded Logistics Center has reached 160 million yuan, a 400% year-on-year increase.

铁岭的二手车出口平台建设源于2022年12月商务部等三部门发布的《关于进一步扩大开展二手车出口业务地区范围的通知》。文件明确将辽宁省列入试点范围，并提出"以铁岭市为突破点"的发展思路。
The construction of Tieling's used car export platform originated from the "Notice on Further Expanding the Scope of Used Car Export Business Areas" issued by three ministries including the Ministry of Commerce in December 2022. The document clearly included Liaoning Province in the pilot scope and proposed a development idea of "taking Tieling City as a breakthrough point".
铁岭市委市政府迅速响应，依托中欧班列"铁岭号"的陆路通道优势，结合当地交通区位优势和汽车产业基础，仅用几个月时间就搭建起完整的出口服务体系。
Tieling Municipal Party Committee and Government responded quickly. Leveraging the land channel advantage of the "Tieling" China-Europe Railway Express, combined with local transportation location advantages and automobile industry foundation, a complete export service system was established in just a few months.
平台建设实现"加速跑"
Platform Construction Achieves "Accelerated Run"
目前，中欧班列"铁岭号"已实现常态化运行，2023年前三个月开行8列（含1列回程），较2022年每月1列的频次大幅提升。铁岭市还正在改造保税物流中心设施，将中欧班列装车时间从3-5天缩短至1天。
Currently, the "Tieling" China-Europe Railway Express has achieved regular operation, with 8 trains (including 1 return trip) running in the first three months of 2023, a significant increase compared to the frequency of 1 train per month in 2022. Tieling is also renovating the facilities of the bonded logistics center to reduce the loading time of China-Europe trains from 3-5 days to 1 day.

Jia Feng, Director of Tieling Bonded Logistics Center Management Committee, said: "We have innovated the 'International Train + Bonded Logistics' linkage model, fully combining the frontier advantages of ports with the hinterland advantages of Northeast China's inland areas, providing a shared open platform for surrounding areas."

铁岭市计划重点推动二手汽车和二手农机面向东南亚、中亚及俄罗斯等市场出口，通过"保税物流+国际班列"联动服务东北海陆大通道建设，深度融入"一带一路"倡议。
Tieling plans to focus on promoting the export of used cars and used agricultural machinery to markets such as Southeast Asia, Central Asia and Russia. Through the linkage of "bonded logistics + international trains", it will serve the construction of Northeast China's land-sea corridor and deeply integrate into the "Belt and Road" initiative.
