东莞"五外联动"战略激发跨境电商新动能 打造外资强磁场

近日，毕马威中国粤港澳大湾区战略与发展中心合伙人彭富强正组织一批大湾区财务总监赴东莞调研。"目前约有30多位企业家参与，其中半数为外资企业，主要考察东莞先进制造业。参与者包括金融科技、新能源和生物医药等领域企业，他们对此次调研高度重视。"
Recently, Patrick Pang, Partner of KPMG China's Greater Bay Area Strategy and Development Center, has been organizing a group of CFOs from the Greater Bay Area to conduct research in Dongguan. "Currently, about 30 entrepreneurs are participating, half of whom are from foreign-funded enterprises, mainly to investigate Dongguan's advanced manufacturing sector. Participants include companies from fintech, new energy, biopharmaceuticals and other fields, who attach great importance to this research."
作为东莞市外商投资企业协会副会长，彭富强深度参与东莞外资引进工作。他认为，随着"科技创新+先进制造"新定位的深化，以及营商环境和湾区影响力的提升，越来越多总部位于香港的外资企业来莞考察投资，推动莞港协同合作迈向新高度。
As vice president of Dongguan Foreign Investment Enterprise Association, Pang has been deeply involved in foreign investment attraction. He believes that with the deepening of Dongguan's new positioning as "technological innovation + advanced manufacturing", along with improvements in business environment and regional influence, more Hong Kong-headquartered foreign enterprises are coming to explore investment opportunities, elevating Dongguan-Hong Kong cooperation to new levels.

在巴黎奥运会上，从充气排球、自行车架到头盔、硅胶手环，东莞制造无处不在。东莞市佳恒玩具有限公司外贸主管蒋莉君表示："奥运订单带来了品牌出海机遇，帮助我们了解海外消费习惯，未来将通过品牌战略加速全球化布局。"
At the Paris Olympics, Dongguan-made products were ubiquitous, from inflatable volleyballs to bicycle frames and helmets. Jiang Lijun, foreign trade director of Dongguan Jiaheng Toys Co., said: "Olympic orders created branding opportunities overseas, helping us understand international consumer preferences. We will accelerate global expansion through branding strategies."
数据显示，上半年东莞跨境电商进出口额超400亿元，2018-2023年年均增长19.64%。东莞市三众智能家居用品有限公司总助张应昌介绍："跨境电商渠道已占公司外贸销售额70%，海外仓模式让我们能够快速响应中东市场需求。"
Statistics show Dongguan's cross-border e-commerce import/export exceeded 40 billion yuan in H1, with 19.64% average annual growth from 2018-2023. Zhang Yingchang of Sanzhong Smart Home said: "Cross-border e-commerce now accounts for 70% of our foreign trade sales. Overseas warehouse models enable rapid response to Middle East market demands."
高端外资项目加速集聚
High-end Foreign Projects Accelerate Aggregation
今年1-5月，东莞实际利用外资19.8亿元，新设外资企业589家，同比增长16.2%。7月的跨国公司交流会上签约11个外资项目，总投资130.8亿元。
From January to May, Dongguan actually utilized 1.98 billion yuan in foreign investment, with 589 new foreign enterprises established, up 16.2% YoY. The July multinational corporate exchange conference saw 11 foreign projects signed with total investment of 13.08 billion yuan.
广东财经大学王先庆教授指出："当前外资在粤布局正从生产基地转向研发中心和总部项目，推动核心研发本地化。东莞的'五外联动'战略使其能够整合全球资源与本土制造优势。"
Professor Wang Xianqing of Guangdong University of Finance noted: "Foreign investment in Guangdong is shifting from production bases to R&D centers and headquarters projects, promoting localization of core R&D. Dongguan's 'Five Foreign Linkages' strategy enables integration of global resources with local manufacturing advantages."
三星全球副社长王彤表示，三星在华战略已从电子整机组装转向半导体、新能源电池等尖端元器件产业。彭富强建议："东莞应重点引进优质独角兽外资企业，同时支持本土企业二次出海，形成'引进来、走出去'的良性循环。"
Samsung's Global Vice President Wang Tong stated the company's China strategy has shifted from electronics assembly to cutting-edge components like semiconductors and new energy batteries. Pang suggested: "Dongguan should focus on attracting quality unicorn foreign enterprises while supporting local companies' global expansion, creating a virtuous cycle."
专家认为，通过深化"五外联动"战略，东莞正加速构建国内国际双循环枢纽，在全球价值链中的地位持续攀升。
Experts believe that by deepening its "Five Foreign Linkages" strategy, Dongguan is accelerating construction as a dual-circulation hub, continuously rising in the global value chain.
