The goal of this issue is to implement the support for the Time-To-Live (TTL) Flag. This issue will also include writing unit tests to verify the correct handling of TTL values in both request construction and response parsing. Finally, an integration test will be written where we open a connection with a Memcached server and test the TTL functionality.
