Can't use capability as a feature?

I was trying to do this:

#[cfg(all(target_arch = "spirv", not(target_feature = "Int64")))]

And despite I see similar code in spirv-std, I'm getting a warning:

I would have expected it to be recognized. Or is it recognized by the backend, but Rust will still complain about it?
This is not happening for target_arch = "spirv" though, which is why I'm confused.

You most likely copied this from our Cargo.toml, which hides the target_arch = "spirv" warnings:

You could likely make one for each available feature. A global list of all features would probably bloat your Cargo.toml too much, since there's so many extensions or features available.

I did add this one because corresponding code appears within reach of non-spirv backend. However, above warning is produced by spirv backend, which does recognize target_arch = "spirv" without warnings and I expected it to recognize target_feature = "Int64" without warnings too.

In fact I don't get this warning from regular nightly because actual code looks like all(target_arch = "spirv", target_feature = "Int64") and apparently doesn't even look at the second condition once the first one is false.
