新疆自贸区创新通关模式：霍尔果斯口岸实现商品车扫码出口

10月20日，在霍尔果斯公路口岸出境集中查验场地，商品车出口"摆渡人"吕新建驾驶一辆出口汽车在卡口排队等待进入。（On October 20th, at the centralized inspection area of Khorgos Highway Port, export vehicle driver Lü Xinjian was queuing at the checkpoint with an export car.）
吕新建是霍尔果斯市附近乡镇的居民，休息日，他就在口岸为企业驾驶商品车出口，一次能挣500多元。（Lü Xinjian, a resident from a nearby township of Khorgos, earns over 500 yuan per trip by driving export vehicles for companies during his days off.）
这次，他没有和以前一样下车刷卡通过卡口，而是坐在车内，一会，卡口就自动抬起了杆。（This time, instead of getting out to swipe a card as before, he stayed in the car and the barrier automatically lifted after a moment.）

"车窗这里贴的二维码，卡口摄像头识别后，就自动放行了。"吕新建说。（"The QR code on the windshield is scanned by the checkpoint camera for automatic clearance," explained Lü Xinjian.）
这是乌鲁木齐海关最新推出的"自驾出口商品车快速通关模式"改革。（This is part of Urumqi Customs' new "Rapid Clearance Mode for Self-driven Export Vehicles" reform.）

霍尔果斯荣达商贸有限公司商品车业务主管王涛表示："这项改革为我们节约了大量的时间、人力成本。"（Wang Tao, vehicle export manager at Khorgos Rongda Trading Co., said: "This reform has saved us significant time and labor costs."）

- 改革前：100辆车制卡需1-2小时 （Before: 1-2 hours to make cards for 100 vehicles）
- 改革后：打印100辆车的二维码仅需十几分钟 （After: Just over 10 minutes to print QR codes for 100 vehicles）

霍尔果斯海关监管一科副科长陈明翔表示："现在企业可自主选择二维码或是刷卡方式出口。"（Chen Mingxiang, deputy section chief of Khorgos Customs Supervision Division 1, stated: "Companies can now choose between QR code or card swiping for exports."）
目前，这项改革已在霍尔果斯正式全面推行，从霍尔果斯公路口岸以及中哈霍尔果斯国际边境合作中心出口的自驾商品车都能扫描二维码出口。（The reform has now been fully implemented at Khorgos, allowing QR code scanning for vehicle exports through both the highway port and China-Kazakhstan Khorgos International Border Cooperation Center.）
