However, with the substantial implementation of anti-circumvention measures in June 2023, production capacity in these regions also faces stricter restrictions. KPMG Global China Business Development Center China Managing Partner Li Yao pointed out: "Not only Southeast Asia, but in emerging markets like Mexico, factors such as labor and power shortages make establishing local production capacity no less difficult than directly entering the US market."
