1月4日上午，上海市商务委员会、上海市财政局、上海市地方金融监督管理局、国家税务总局上海市税务局共同主办的2022年中国（上海）国际贸易单一窗口金融服务季暨RCEP最优关税查询系统启动仪式在虹桥进口商品展示交易中心举行。
On the morning of January 4th, the 2022 China (Shanghai) International Trade Single Window Financial Services Season and RCEP Optimal Tariff Query System Launch Ceremony was held at the Hongqiao Import Commodity Exhibition and Trading Center, jointly organized by the Shanghai Municipal Commission of Commerce, Shanghai Municipal Finance Bureau, Shanghai Local Financial Supervision Bureau, and Shanghai Municipal Taxation Bureau of the State Taxation Administration.
启动仪式上，相关单位、金融机构、企业现场签署了中国（上海）国际贸易单一窗口合作协议，首发了金融创新产品，发布了“单一窗口”专享金融服务方案，涵盖国际结算、融资信贷、跨境保险等全方位的数字化金融服务应用场景，通过“数据+技术”支撑，为进出口贸易企业、航运物流企业降本增效，支持外贸新业态、新模式发展，为跨境贸易便利化提供支撑，进一步为国际贸易赋能。
At the launch ceremony, relevant units, financial institutions, and companies signed the China (Shanghai) International Trade Single Window cooperation agreement on-site, debuted innovative financial products, and released exclusive financial service plans for the "Single Window," covering comprehensive digital financial service scenarios such as international settlement, financing credit, and cross-border insurance. Supported by "data + technology," these initiatives aim to reduce costs and increase efficiency for import-export trade companies and shipping logistics enterprises, support the development of new foreign trade formats and models, facilitate cross-border trade, and further empower international trade.
活动现场，上海国际贸易“单一窗口”上线的RCEP最优关税查询系统也颇为亮眼，该系统能够为外贸企业查询RCEP经济体的优惠税率提供便利化工具，展示协定税率与非协定税率之间的差异，助力外贸企业充分享受RCEP政策红利。
At the event, the RCEP Optimal Tariff Query System launched by the Shanghai International Trade "Single Window" was particularly impressive. This system provides a convenient tool for foreign trade companies to query preferential tax rates in RCEP economies, displaying the differences between agreement rates and non-agreement rates, helping companies fully benefit from RCEP policy advantages.
上海市商务委员会主要负责人表示，RCEP已于1月1日正式生效实施，作为全国经济中心和贸易中心城市，上海是我国对RCEP的主要贸易地区，也是RCEP成员国重要的对外贸易伙伴。上海将以RCEP协定生效实施为契机，以提升国际贸易“单一窗口”金融服务能级为抓手，尽早尽快让外贸企业切实享受到开放和政策的红利，进一步提振贸易和投资信心。
The principal leader of the Shanghai Municipal Commission of Commerce stated that RCEP officially came into effect on January 1st. As a national economic and trade center, Shanghai is China's primary trade region with RCEP and an important foreign trade partner for RCEP member countries. Shanghai will seize the opportunity of RCEP's implementation, focus on enhancing the financial service capabilities of the International Trade "Single Window," and ensure that foreign trade companies can quickly and effectively benefit from openness and policy advantages, further boosting trade and investment confidence.
上海国际贸易“单一窗口”自2014年启动建设以来，截至目前，服务外贸企业共4.3万家，合作金融机构逾30家，上线金融产品超40款；国际结算业务服务货主企业4556家，去年累计交易额超过390亿元人民币，同比增长2.7倍。
Since its establishment in 2014, the Shanghai International Trade "Single Window" has served 43,000 foreign trade companies, partnered with over 30 financial institutions, and launched more than 40 financial products. Its international settlement services have assisted 4,556 cargo owners, with a cumulative transaction volume exceeding 39 billion RMB last year, a 2.7-fold increase year-on-year.
近两年来，上海国际贸易“单一窗口”与金融机构深度合作，为上海外贸企业、中小微企业量身打造国际结算、出口信用保险等产品，推出跨境人民币贷款、进出口贷款、抗疫普惠金融贷款等多款融资产品，支持企业纾困发展，受到普遍欢迎。
Over the past two years, the Shanghai International Trade "Single Window" has deepened cooperation with financial institutions to tailor products such as international settlement and export credit insurance for Shanghai's foreign trade companies and SMEs. It has also introduced various financing products, including cross-border RMB loans, import-export loans, and pandemic relief inclusive financial loans, supporting business recovery and development, which have been widely welcomed.
