2 levels of header nav bar: 1 primary, 1 secondary

Hi folks,

I am looking to achieve 2 levels of top navbar in Sphinx - one at the website level and another omne to switch between different types of docs.

What should be the theme and relevant CSS, HTML edits I should do to achieve the same? I know there is a was to do it in Mintlify, but I am looking to achieve it in RST and Mintlify is based on MDX.
