广东花卉出口旺季：海关助力企业开拓国际市场
近日，华南地区迎来新一轮寒潮，但在佛山市高明区旺林园艺有限公司的花场里，一品红、黄金菊、木茼蒿等花卉依然热烈绽放。12月8日，经广州海关所属佛山海关驻高明办事处监管，该企业1100余盆一品红等花卉发往香港地区，将作为机场、商场和酒店等场所的节庆装饰花卉使用。
Recently, a new cold wave hit South China, but at the flower farm of Wanglin Horticulture Co., Ltd. in Gaoming District, Foshan City, flowers such as poinsettias, golden chrysanthemums, and marguerites are still in full bloom. On December 8, under the supervision of the Gaoming Office of Foshan Customs, over 1,100 pots of poinsettias and other flowers were exported to Hong Kong for festive decorations in airports, shopping malls, and hotels.
元旦和春节临近，广东花卉出口迎来高峰。"我们种植的一品红等花卉颜色艳丽喜庆，非常适合作为年宵花，深受港澳市民青睐。"旺林园艺有限公司副总经理赖玉珍表示，该公司近期计划转变经营管理模式，尝试自营出口业务，但由于缺少办理出口手续的经验，随着花卉交付期限的临近，公司业务受到一定程度影响。
With New Year's Day and the Spring Festival approaching, Guangdong's flower exports have reached a peak. "The vibrant colors of our poinsettias make them perfect for Lunar New Year decorations, and they are highly favored by residents in Hong Kong and Macao," said Lai Yuzhen, deputy general manager of Wanglin Horticulture Co., Ltd. The company recently planned to shift its business model to self-operated exports but faced challenges due to a lack of experience in export procedures, affecting operations as delivery deadlines approached.

Upon learning of the company's difficulties, the Gaoming Office of Foshan Customs promptly dispatched experts to provide detailed guidance on registration requirements, application processes, and policy regulations. They also offered tailored advice on internal quality management, production layout, disease prevention, and pest control.
"海关工作人员'一对一'指导我们加强内部质量管理，指引我们办理申报查验等手续，经过指导，我们这批出口花卉十分顺利。"赖玉珍表示，在海关等部门的支持和帮助下，该公司自主开展出口业务的信心十足。今年12月以来，已先后出口花卉1万多盆，预计今年花卉出口量可达2万多盆。
"Customs officers provided one-on-one guidance to strengthen our internal quality management and assisted with inspection procedures, making this export batch very smooth," Lai Yuzhen said. With support from customs and other departments, the company is confident in expanding its export business. Since December, over 10,000 pots of flowers have been exported, with an expected total of 20,000 pots this year.
为支持高明花卉苗木安全顺畅出口，佛山海关驻高明办事处还广泛收集境外植物检疫法规，引导加强风险分析研判，提供针对性的技术指导，从种植管理、病虫害防治等方面督促企业完善病虫害防控体系，帮助企业提升自检自控能力。今年以来，该办已监管出口种苗花卉135批，货值约112.7万元人民币。
To support smooth exports of Gaoming's flowers and seedlings, the Gaoming Office of Foshan Customs has collected international plant quarantine regulations, conducted risk assessments, and provided technical guidance. They have helped companies improve pest control systems and self-inspection capabilities. This year, the office has supervised 135 batches of exported seedlings and flowers, worth approximately 1.127 million yuan.
佛山海关驻高明办事处相关负责人表示，下一步将持续完善企业沟通联络机制，提供24小时线上线下政策咨询服务，详细为企业解读海关惠企政策和通关政策，督促企业建立健全质量安全自检自控体系和产品溯源体系，促进花卉出口产业整体质量安全水平持续提升。同时，畅通跨境物流环节，依托进出口鲜活易腐农食产品查检"绿色通道"，提供预约办理、优先检疫、快速放行服务，打造花卉出口"高速公路"。
A representative from the Gaoming Office of Foshan Customs stated that they will continue improving communication with enterprises, offering 24/7 policy consultations, and helping businesses understand customs incentives and clearance policies. They will also encourage companies to establish quality control and traceability systems to enhance overall export quality. Additionally, they will streamline cross-border logistics by utilizing a "green channel" for perishable agricultural products, providing appointment-based inspections, priority quarantine, and fast clearance to create an "expressway" for flower exports.
