福鼎需要顶层设计和统筹规划，将资源优势转化为经济优势。白茶产业虽发展迅速，但单靠农业难以支撑地方财政。应学习浙江经验，注重理念创新和整体规划。
Fuding needs top-level design and comprehensive planning to transform resource advantages into economic benefits.
