浙江开化一体化管控平台:如何让环保信息"活"起来?
项目环保预审时间由7天缩短至当场出具分析结果,前期论证时间由平均1个月缩减为1个工作日,这得益于浙江省开化县在全国率先建设的生态环境管控信息平台。
The environmental pre-review time for projects has been reduced from 7 days to on-site analysis results, and the preliminary demonstration time has been shortened from an average of 1 month to 1 working day, thanks to the ecological environment management information platform pioneered by Kaihua County in Zhejiang Province.
开化县针对环评审批效率低、日常监管不到位、环保执法取证难等生态管控难题,按照"最多跑一次"的改革思路,整合现有环保规划、法规、政策、数据、视频等资源,建立一体化生态环境信息管控平台,实现了环境管控"数据多跑路、干部少跑腿",大大提高了管理效率,降低了行政成本。
Kaihua County has addressed ecological management challenges such as low efficiency in environmental impact assessment approval, inadequate daily supervision, and difficulties in obtaining evidence for environmental law enforcement. Following the reform concept of "running at most once", it has integrated existing environmental protection plans, regulations, policies, data, videos and other resources to establish an integrated ecological environment information management platform. This achieves environmental management where "data runs more and cadres run less", greatly improving management efficiency and reducing administrative costs.
数据显示,2018年1-12月中旬,开化县域出境水Ⅰ、Ⅱ类占比为99.7%,其中Ⅰ类水148天,同比增长54天,增长57.4%;PM2.5均值22微克/立方米,降幅21.4%,多项指标均创历史新高。
Data shows that from January to mid-December 2018, Class I and II water in Kaihua County accounted for 99.7%, including 148 days of Class I water, an increase of 54 days year-on-year, up 57.4%; the average PM2.5 was 22 micrograms/cubic meter, a decrease of 21.4%, with multiple indicators reaching record highs.

"该项目位于生态功能保障区,离生态红线和饮用水保护区红线位置较近,要避让红线,高标准处理好种植、旅游观光和养殖的污染..."在开化县,过去对于钱江桃花源生态旅游观光休闲这样的项目开展预审,至少需要1周的时间,而今仅1个工作日就出具了预审意见。
"This project is located in an ecological function guarantee zone, close to the ecological red line and drinking water protection zone red line. It needs to avoid the red line and handle pollution from planting, tourism and breeding with high standards..." In Kaihua County, pre-review of projects like Qianjiang Peach Blossom Land ecological tourism used to take at least 1 week, but now pre-review opinions can be issued in just 1 working day.
据悉,生态环境管控信息系统是开化县环保局打造的"智慧环保"重要组成部分。开化县环保局副局长詹勇华介绍说,系统将县域环境功能区划、生态保护红线、水环境功能区划、空间规划、国家公园规划、行政区划、饮用水源保护区、声环境区划等十余项规划有机叠加在谷歌地图上,形成一张"环保地图"。
It is reported that the ecological environment management information system is an important part of the "Smart Environmental Protection" created by the Kaihua County Environmental Protection Bureau. Zhan Yonghua, deputy director of the bureau, introduced that the system organically superimposes more than ten plans including county environmental functional zoning, ecological protection red lines, water environment functional zoning, spatial planning, national park planning, administrative divisions, drinking water source protection zones, and sound environment zoning on Google Maps to form an "environmental protection map".

环境监测点多面广量大。生态环境管控信息平台与大气、水质自动监测站数据打通,及时更新各污染源排放监测数据库,实现实时查询全县域6个空气监测站点,20个国控、省控出境水断面和乡镇交界断面的水质情况,记录大气、水质变化趋势。
Environmental monitoring points are numerous and widespread. The ecological environment management information platform is connected with data from automatic air and water quality monitoring stations, timely updating the monitoring database of various pollution source emissions. It enables real-time query of water quality at 6 air monitoring stations, 20 national and provincial controlled cross-border water sections, and township boundary sections in the county, recording trends in air and water quality changes.
这一平台还集成了企业历年来的违法处理情况,可以利用大数据分析,有针对性地对重点企业实行重点监管。
The platform also integrates enterprises' historical violation records, enabling targeted supervision of key enterprises through big data analysis.
记者在采访中了解到,目前,平台使用后,企业偷排行为明显减少,减轻了环境执法人员蹲点守候的辛苦,破解了环境执法"猫抓老鼠"的问题。
Reporters learned during interviews that since the platform was put into use, illegal discharges by enterprises have significantly decreased, reducing the hardship of environmental law enforcement personnel waiting on-site and solving the "cat and mouse" problem in environmental law enforcement.
