智慧环保创新案例：浙江开化一体化管控平台如何用数据实现多规合一
浙江省开化县在全国率先建设生态环境管控信息平台，实现了环境管控的高效能和低成本。该平台通过整合现有资源，建立一体化信息管控系统，解决了环评审批效率低、日常监管不到位、环保执法取证难等生态管控难题。
Zhejiang Kaihua County took the lead in building an ecological environment management information platform nationwide, achieving high efficiency and low cost in environmental control. By integrating existing resources and establishing an integrated information management system, the platform solves ecological management challenges such as low efficiency in EIA approval, inadequate daily supervision, and difficulties in obtaining evidence for environmental law enforcement.
在项目环保预审方面，平台将十余项规划有机叠加在谷歌地图上，形成一张"环保地图"。工作人员可以通过多种方式把地块信息导入平台，平台3秒钟内就能自动生成包含涉及规划的名称、属性、相交面积、占比和涉及周边环境敏感点的图文分析列表。
In terms of environmental pre-review of projects, the platform organically superimposes more than ten plans on Google Maps to form an "environmental protection map". Staff can import plot information through various methods, and the platform can automatically generate a graphic analysis list within 3 seconds, including the names and attributes of relevant plans, intersection areas, proportions, and surrounding environmentally sensitive points.
在环境监测方面，平台与大气、水质自动监测站数据打通，实现实时查询全县域6个空气监测站点和20个水质监测断面的情况。一旦数据出现异常，平台能够通过手机APP及时发出预警信号。
For environmental monitoring, the platform integrates data from automatic air and water quality monitoring stations, enabling real-time queries of 6 air monitoring stations and 20 water quality monitoring sections across the county. Once abnormal data is detected, the platform can immediately send warning signals through mobile apps.
平台还集成了全县所有排污企业的详细信息，并与"智慧环保"平台打通，实时获取各排污口影像和监测数据。在环境监管执法中，系统可以第一时间固定证据，为打击环境违法行为赢得时机。
The platform also integrates detailed information of all polluting enterprises in the county and connects with the "Smart Environmental Protection" platform to obtain real-time images and monitoring data from various discharge outlets. In environmental supervision and law enforcement, the system can immediately secure evidence, creating opportunities to combat transient environmental violations.
自2018年9月试点上线以来，该平台已高效完成60余个项目的环境准入预审，节约审批时间360余个工作日。开化县将逐步在全县范围内进行推广应用，进一步优化营商环境。
Since its pilot launch in September 2018, the platform has efficiently completed environmental pre-approval for over 60 projects, saving more than 360 working days in approval time. Kaihua County will gradually promote its application throughout the county to further optimize the business environment.
