西部陆海新通道建设成效显著：15条新政助推"经贸+产业"联动发展
央视网消息：为进一步推动西部陆海新通道高质量发展，海关总署于11月12日再次出台15条重点举措，旨在继续提升跨境班列整体运行效率，并扩大铁海联运境内段运费扣减政策范围等。
CCTV News: To further promote the high-quality development of the Western Land-Sea Corridor, the General Administration of Customs issued 15 key measures on November 12, aiming to improve the overall operational efficiency of cross-border trains and expand the scope of domestic freight deduction policies for rail-sea intermodal transport.
2024年是《西部陆海新通道总体规划》发布的第五年。今年1至10月，全国经西部陆海新通道进出口总值为1.15万亿元，同比增长8.8%。
2024 marks the fifth year since the release of the Master Plan for the Western Land-Sea Corridor. From January to October this year, the total import and export value through the corridor reached 1.15 trillion yuan, a year-on-year increase of 8.8%.
政策叠加推动经贸产业联动发展
Policy Synergy Drives Trade-Industry Integration
西部陆海新通道沿线地区承担着开放平台的重要功能。海关等部门通过"通道+平台"的政策叠加，实现了"经贸+产业"的联动发展。
Regions along the corridor serve as important open platforms. Through the "corridor + platform" policy synergy, customs authorities have achieved "trade + industry" integrated development.
海关总署综合业务司副司长陈宗旺介绍，目前，西部陆海新通道沿线对外开放口岸多达111个，综合保税区达48个。
Chen Zongwang, Deputy Director of the General Administration of Customs, stated that there are currently 111 open ports and 48 comprehensive bonded zones along the corridor.
特色农产品出口迎来新机遇
New Opportunities for Specialty Agricultural Exports
2024年前10个月，西部陆海新通道沿线省（区、市）出口农产品达268.8亿元，同比增长12.3%。
In the first 10 months of 2024, agricultural product exports from provinces along the corridor reached 26.88 billion yuan, up 12.3% year-on-year.
例如，重庆潼南的柠檬出口占据全国50%的市场份额，通过西部陆海新通道出口到东南亚的时间可缩短10天。
For instance, Chongqing Tongnan's lemon exports account for 50% of the national market share, with export time to Southeast Asia reduced by 10 days via the corridor.
智能化赋能口岸物流
Smart Technologies Empower Port Logistics
重庆港水运口岸（果园港区）正式采用"船边放行、智能分流"作业模式，可将疏港效率大幅提高30%以上。
Chongqing Port (Guoyuan Port Area) has adopted a "shipside release and intelligent distribution" operation mode, improving port clearance efficiency by over 30%.
重庆国际铁路港综合保税区、重庆铁路口岸及毗邻的团结村中心站、陆海新通道无水港，形成了"通道+口岸+保税"的对外开放格局。
The Chongqing International Railway Port Comprehensive Bonded Zone, railway port, and adjacent dry ports have formed an open pattern of "corridor + port + bonded".
